The human resource management of city community in China

A community is a social unit of any size that shares similar lifestyle, same culture and common values. People who belong to a common community usually live in a certain geographical area. And in China, the city community usually refers to the residents’ committee or neighborhood committee. The neighborhood committee plays an essential role in people’s life. However, as we all know, it still can’t give the full play because of a number of reasons. And one of the most important reasons is the poor human resource management. 
Along with the social improvement, the community management is gradually similar to the business management. And there is no doubt that the core of business management is the human resource management. Therefore, whether human resources are rational utilized and fully played or not is the key to the development of city community. In a word, it is extremely important to improve the human resource management strategies.
Now, I believe there are three main problems which need be solved. I think the problems also occur in my community.
The first one is the management concepts backward and not enough attention on talents. And the backward traditional management concept makes some older believe that the community is the pension. So they often don’t work hard and serve for residents well.
The second one is the older age structure. And their educational backward is usually poor. The community usually lacks professional talents. Their work is often imperfect.
The third one is that the promotion, assessment and incentive mechanism is unsound, which cause the low work efficiency. The human resource management mechanism doesn’t connect work performance with the promotion and incentive, leading to the lack of work enthusiasm.
Therefore, I think essential measures must be taken to solve these problems. After reading some academic articles and thinking about the reality of China’s city community, I believe the following methods are important and efficient.
I think the first and most important measure is to change people’s ideas to human resource management. People must believe that the human resource management has a significant influence on the city community. It can arouse people’s enthusiasm for the work. And they must work hard and unqualified staff will be fired.
Secondly, optimize the structure of human resource. City community should hire highly qualified staff. The recruitment mechanism must be changed to satisfy the needs of different positions. The age structure and educational background must be taken account.
The last one is that city community needs perfect promotion, assessment and incentive mechanism. Assessment should be contacted with work performance. And it must follow the principles of fairness and openness. In addition, they must accept supervision. Only in this way can the staff work well.
With the more and more rapid urbanization in China, how to improve the work performance of community staff has become a challenge. Therefore, we should set up a specialized, effective and young team. Only by effective human resource management can the city community become better and better.
